    1. Rationale

    The proposed revision is to update section 9.4 to remove some of the prescriptive language, such as requiring the placement of a clean and dry syringe in a water tight plastic bag, and replacing it with the functional requirement that needs to be met for the syringe (i.e., avoid water contamination of the syringe reservoir during the cooling procedure) without being overly prescriptive how to achieve that result. A separate revision in D5191 is being proposed as well to make the language involving the use of a syringe in both methods consistent.
