    1. Rationale

    Two ballot items for C1303 will be prepared, both of which are based on the results of the recently completed ruggedness test. Ballot item (1) covers changes within the body of the document that can be made independent of possible future changes to the homogeneity and/or alternate thickness calculations; pertinent results that support these changes are included in the revisions in Section 9.5. Ballot item (2)proposes a possible simplification for those calculations. These changes are being submitted for a concurrent ballot after revisions based on a subcommittee ballot.
