    1. Scope

    The scope of this document is to develop a standard specification for clay backing material used in ballistic-resistant armor testing with the goals of achieving consistent clay performance and reduction in measurement uncertainty. The specification will build upon NIJ Standard-0101.06 requirements. To produce a comprehensive specification that addresses user needs, contributors to the effort will be technical experts and interested stakeholders from federal agencies, law enforcement agencies, testing and certification bodies, and manufacturers.

    Federal standards for ballistic-resistant body armor require perforation resistance testing to be performed on armor samples backed by a homogeneous block of clay. The current National Institute of Justice standard, NIJ Standard-0101.06, requires the use of Roma Plastilina No.1 modeling clay as the backing material and specifies conditioning and handling requirements for the clay. How the clay is handled prior to and during testing has been demonstrated to have a significant effect on deformation of the clay when the armor sample is struck by a nonperforating round.
