Beginning in December, 2013, the NCAA rules for track and field required the use of a pole vault box collar that meets F2949 specifications. Presently, F2949 specifies a box collar design that is similar to a patented box collar design. Proposed revisions to F2949 may expand the design options for box collars that do not violate the patent, but still meet performance requirements. Other revisions include reducing the maximum HIC score in the impact test or increasing the height of the test, and eliminating any impact tests where the box collar is not installed in a pole vault box. Performance requirements may need to be altered to accommodate box protection systems not included in original standard, Active or post plant systems. Dimensions of overall system to be re examined. Definitions need clarification.
