    1. Rationale

    D5392 was initially approved in 1993, whilst the EPA 1603, modified m-TEC method was released in 2002 as an alternative to the Two Step Membrane Filtration Method. The commenter indicated that the modified method should be incorporated into this Standard. This modified method to become an ASTM Standard, would require submission as a proposed method and complete the requirements for a new method. It cannot be incorporated into the existing standard. This negative vote for incorporation of the modified method is not persuasive. However, the commenter is correct that three of the reagents indicated in this Standard for confirmation does not have the ingredients or procedure in section 8. This will be added to the Standard and will be reviewed at the next D19-24 sub-committee meeting.
