1. Rationale
Note 4 in 19.1.1 regards a limit for reporting chemical elements that when analyzed to be 0.02% may be reported as such. This is contained in a section that has nothing to do with chemistry, but more importantly there is a conflict with Table 1 that requires boron to be 0.0010% maximum when it is an unspecified element. Reporting criteria, thus, may be confusing and since the value of 0.02% could be seriously high for boron this needs to be addressed clearly. In addition, the other elements in Table 1, if reported as 0.02% could allow for small intentional additions up to 0.024% when rounded that violate the spirit of the Table. It is proposed to simply remove the note.
