1. Rationale
This standard was passed and published in late 2012 at the suggestion of Alyson Fick, ASTM. A portion of the standard will be reballoted now because an item that Ian Gilmore suggested was a table change. Table changes are required to be reballoted. In addition, standard E684 has been withdrawn, but is still listed in the table because of the requirement for reballoting of tables, even in the case of withdrawn standards. There were also two minor editorial comments from Powell & Baer in the last reballot that will be amended here.
