1. Rationale

The substitution criteria presented in Annex A1 are intended to equitably serve the needs of both fenestration product users and suppliers. The importance of fenestration in maintaining the integrity of a buildings envelope during a windstorm capable of generating wind-borne debris is recognized. These criteria were developed through careful consideration of the technical and economic factors associated with providing a variety of products to the marketplace that are reliable, affordable, and readily available. This task group intends to re-evaluate the current substitution criteria to allow for product modification, more options and more qualified assemblies to be brought to the marketplace, in a faster and more economical manner.
