D033 noted that D5161 was very similar to D3276 and saw no need for both and requested D01.46 combine the two standards and in foing so let D5161 lapse. When introduced to D01.46 comittee, it was noted that D5161 was slightly different that D3276, so the subcommittee was interested in maintaining it as a separate standard. D3276 is intended to be used as a guide for field inspections, and D3276 is intended to be used as a guide to write specifications. D01.46 has the expertise to maintain the standard and believes there is value in the standard, hence the ballot for reinstatement.
