1. Rationale

Paragraph 10.7.3 currently calls for extraction of the bitumen by immersing in warm 1,1,1 trichloroethane (for asphalt based membranes) or xylene (for coal tar based membranes). Both solvents are considered toxic and should be avoided. I am proposing a change, the precedent for my proposed change is currently included in D228 09.
