1. Rationale

This ballot is being proposed to adequately clarify the question of the location of fracture during tensile/wedge tensile testing of externally threaded fasteners. Most notably, the current wording allows for fracture to occur in the shank for a hardened fastener. The same change is being balloted for ASTM F606.
