    1. Rationale

    (1)Added requirement for free running cross head speed and calculation of tensile stress area in section 3.5, similar to section 3.4, as discussed at May, 2013, meeting in Indianapolis (2)Modified sections 3.4.3 and 3.5.1 to adequately clarify the question of the location of fracture during tensile/wedge tensile testing of externally threaded fasteners. Most notably, the previous wording allowed for fracture to occur in the shank for a hardened fastener. The current proposal addresses negatives and comments received on SCLB F16.01 (13-01, and is being submitted for concurrent ballot.
