1. Rationale
The recent Round Robin tests confirmed that while most users have a good handle of the Gains calibration, several users suffer from inadequate Baseline calibration, despite the current wording in section 6.2.1 Instrument Stability in ASTM C1702. Furthermore, while section 6.2.1 Instrument Stability does provide for minimum requirements on the calorimeter used, it does not address any baseline error caused by variations in the ambient conditions during testing. Rather than specifying tighter laboratory conditions, the subcommittee feels that a simple base line verification test should be mandated. This test will address the net effect of instrument stability as well as correct baseline calibration as affected by the given test conditions. Furthermore, changes to 8 Procedure are proposed to ensure the calorimeter is at thermal equilibrium prior to testing.
