1. Rationale
This revision is the result of discussions at the Task Team meetings from October 2011 through October 2012. Changes to this document were initially balloted in November, 2011. The November 2011 ballot was withdrawn as the task team found merit to some of the negatives received, the negatives were reconciled and another ballot was sent out in February, 2012. One negative was found to have merit by the task team and the ballot was withdrawn. The negative from the February 2012 ballot was reconciled and this change was the only item addressed in the July 2012 ballot. This ballot, with all revisions shown in red and underlined represent all intended revisions to the standard previously balloted in November, 2011 and February, 2012 and are the only items open for ballot, the remainder of the document is provided for information only.
