1. Rationale

E1921 assumes homogeneous data sets - and this in not ever the case, though it is often an adequate assumption. This work will add a nonmandatory appendix providing a procedure to investigate and quantify the inhomogeneity of the test material and the effect that the inhomgeneity has on the tolerance bounds of the ductile-to-brittle reference temperature evaluated using E1921.
