1. Rationale
This revision of Test Method E1362 modifies the standard to allow for calibration of a secondary reference cell against another secondary cell. The current standard only allows calibration against primary reference cells. This change is needed because primary calibrations are typically only performed by national laboratories, so the availability of primary reference cells to other calibration laboratories is extremely limited. Another option would be to introduce a third category such as tertiary reference cells, but this solution is simpler.
