1. Rationale
During a recent task group meeting, Karen Lively, Steve Boros and I came to the conclusion simultaneously that a revision to ASTM D2513 is needed. At present, Inside Surface Ductility for Pipe (section 5.11) requires testing in accordance with 5.12.1, 5.12.1.1, and 5.12.1.2 which are all sections pertaining to bend-back. I believe this is incorrect and should instead reference that the Inside Surface Ductility Testing can use either a) Bend-back, b) elongation at break or c) thermal stability. I believe that this is the way D2513 has read in the past and is the way the Federal Code reads currently.
