Change D2513 reference to D2513-99 as the title and scope of D2513 has changes from a thermoplastics standard to a PE standard and the subject standard is for products also made from polyamide thermoplastics and the 1999 edition of D2513 is the CFR Title 49 Part 192.7 referenced edition.
