This standard is being balloted for withdrawal with no replacement because it is out of date and no longer needed.Background:D-3844 was created in 1985 to serve as a guide for solvent distributors to assist them in preparation of drum labels that would be in compliance with the new OSHA Hazard Communications Standard. It was useful at the time, since the labeling language required under the Hazard Communications Standard was not prescriptive, but rather was performance based, with little guidance other than it was to be appropriate.Since that time, a number of changes have taken place that would affect this standard. The industry has become more familiar with labeling requirements under OSHA, and industry labeling guidance, such as ANSI Z129.1, has become more available. Also, the number of distributors who would have an interest in this standard has declined significantly.Earlier this year, OSHA published a final rule (77FR17574, March 26, 2012) announcing major changes to the OSHA Hazard Communications Standard by the adoption of the United Nations Globally Harmonized System of Classification and Labeling of Chemicals (GHS). The GHS, requirements are prescriptive, based on a standardized hazard classification. New labeling requirements under the GHS include a harmonized signal word, pictogram, hazard statement and the use of standardized precautionary statements.This new rule became effective earlier this year. Labels complying with the revised standard must be in place by June 1, 2015 (for manufacturers) and by December 1, 2015 for distributors.In consideration of these new requirements, and the declining need for this standard, we propose that D-3844 be withdrawn.
