1. Rationale

Add a clarifying note and an illustrative figure to paragraph 10.9.1 and paragraphs 11.1.16.1 and 11.2.11 Proportional Limit Stress, to permit the use of an lower alternate offset strain value for low fracture strain composites. The option of using a lower offset strain value gives the user a more accurate method of determining the proportional limit stress for CFCCs with low fracture strains.
