1. Rationale

Add sufficient language to require sufficient sub-transus hot work in forging to provide more uniform secondary properties. Objective is to limit beta forging practice for typical grades and create a default condition for parameters that users might need to specify if using just the specificaiton designation. Revision of the Supplemental Requirements to separate the current S1 (Gr. 3 military applications which we believe is not used today) into several separate requirements that could be applied to any grade. Possible addition of a forging stock category for billet intended for further forging to produce a more uniform condition ins such materials (or develop a new specification to bridge between B977 ingot and B348 billet materials).
