1. Rationale
When D6450 was first published, only instruments from one manufacturer were commercially available. Footnote 5 in the method references this sole source of supply. Since 2011, instruments from at least one additional manufacturer are available on the market. In Form and Style for ASTM Standards (Blue Book), ASTM states: F4.3.2 Reference to specific commercial sources of supply are permitted only when there is a sole source of supply. The new apparatus is technically equivalent to the original apparatus and conforms in every detail to the requirements of D6450 as described in the apparatus section and the Annex on Apparatus Specifications. A limited equivalency study was performed on two sites to demonstrate that the new apparatus is equivalent to the original one and meets the published precision. The results of this study were presented at the last ASTM D02 meeting. The study is described in the accompanying research report put up for administrative ballot. Subcommittee D02.08.0B decided to ballot the removal of the footnote 5. Footnote 7 in D6450 refers to the research report on the original ILS. It is proposed to also update footnote 7 with the information about which type of apparatus was used to develop the precision statement, in accordance with the ASTM D02 Facts for Members, Sec. 5.1.
