1. Rationale

Users of ASTM E140 informed Subcommittee E28.06 that there is widespread confusion in industry on how to report converted hardness values, and that converted values are commonly reported in formats differing from the E140 requirement. Revisions are proposed for 1.10, 1.11 and section 7 to give the user improved guidance and to allow other formats to reflect common practice as indicated below.
