1. Rationale
The specification is up for 5 year review - changes need to be incorporated in order to meet style and form for a Combined Standard. There will also be deletions regarding Reference documents and addition to some to the tables (SI[Inch-lb.]) conversions. The changes are not considered to be technical in nature.
