1. Rationale

Rationale: This change is being made for correlation purposes because the ASCE Standards Committee on Direct Design of Buried Concrete Pipe and Box Sections made this addition of the word outer to the ASCE equivalent Standard to ASTM C 1479 to avoid the use of large aggregate under the pipe.
