1. Rationale

This ballot item relaxes the response factor ARF requirement. Presently the method requires that the ARF = 1.75 +/- 0.05 which has been difficult to meet in a number of laboratories. During the ILS of this method some but not all labs reported the ARF value, therefore the exact range of the ARF from ILS could not be fully established. Current practice of the method by several reputable laboratories indicates that such ARF may exhibit a wider variation. The proposed change eliminates the mandatory specification of ARF=1.75+/-05 and replaces it with an observed value range of 1.67-1.80 and also makes it a recommended target instead of a requirement. Further knowledge of practical ARF values may be determined in the future from cross check programs etc and further recommendations may be made then.
