    1. Scope

    1.1 This standard guide establishes a framework within which swiftwater/flood search and rescue operations shall be conducted. 1.2 This standard guide identifies, defines, and establishes three levels of functional capability for conducting five location-based varieties of swiftwater/flood search and rescue operations: 1.2.1 shore-based, 1.2.2 boat-assisted, 1.2.3 helicopter-based, 1.2.4 boat-based, and 1.2.5 in-water, contact. 1.3 Three levels of functional capability for swiftwater/flood search and rescue technicians are generally defined in this standard guide: Type 3 (basic), Type 2 (intermediate), or Type 1 (advanced). 1.3.1 As a minimum, swiftwater/flood search and rescue technicians shall operate at one of these levels of capability. 1.3.2 The details and requirements of the various levels of functional capability for swiftwater/flood search and rescue technicians are described in the separate Standard Guide for Swiftwater/Flood Search and Rescue Technician. 1.3.3 This document is not intended to apply to the qualifications and/or associated skills of individuals, which are described in the separate Standard Guide for Swiftwater/Flood Search and Rescue Technician. 1.4 The requirements of this standard guide, and the framework it describes, shall apply to individuals, agencies and organizations that provide response to swiftwater/flood search and rescue operations, including those not regulated by governmental mandates. 1.5 This guide and the functional capability framework it establishes are intended to enhance swiftwater/flood search and rescue operations and should be used in conjunction with established and authorized guidelines and procedures outlined by an authority having jurisdiction (AHJ). 1.6 This standard guide does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard guide to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use or as defined within a (regional or geographical) response region or by the AHJ.
