1. Rationale
There was agreement at the June meeting in San Diego to add change the sentence in footnote E of Table 1 (Sec. 11.1) clarifying the temperature at which free moisture is determined. This clarification was a comment from the last ballot that did not get added before the standard went to the publisher. It was also agreed to lower the spec for Thorium from 1.0% to 0.1% in Table 1. The standard would then be sent to both sub and main on the October ballot.
