1. Rationale

Interlock of paving units is critical to their performance for their intended applications. To emphasize that, Section 7.3 is being broken into two parts to clearly delineate requirements for lugs and chamfers. In addition existing Note 3 is being reworded to provide more information as to why lugs are used.
