1. Rationale

In a previous ballot, the calculation of the theoretical density which was in Note 1 was moved to Section 9.2. In doing so, however, some of the language was not revised to mandatory language. This is new business to satisfy a withdrawn negative on C09 (Ballot 06-11, Item 22) to change to mandatory language.
