1. Rationale
ASTM Ballot E12(11-04) contained an item on converting CIE xyY values for light colors into Munsell notations. There had been a negative on this item that was found to be persuasive. After significant discussion at the June 2012 meeting it was agreed to ballot a modified section that addresses the concerns of the negative voter by adding a new section on converting Munsell Notations with values between 9 and 10.
