1. Rationale

This standard is due for re-approval. Reviewers from Subcommittee 18.07 who are users of this document agree that some modifications and additions are required. Revisions were made and balloted in Summer 2012 on Ballot E18 (03-12). The revisions received 1negative vote and some comments with affirmative votes. At the October 2012 E18 meeting, the negative was found persuasive and the comments agreeable. The revision will be balloted with the agreed upon changes.
