1. Rationale
The 5 year review period is almost up and there were needed revisions that passed a previous ballot, but the whole ballot was stopped by a persuasive negative on an individual topic. I would like to start a new revision for those items that were passed. The revisions include adding a specified razor blade, language about bath life and bath stability, specifying 600 psi as the applied stress, and adding a note suggesting notches can be measured after the specimens break. These changes should help improve the precision and bias of the test method.
