1. Rationale
At our June, 2011 meeting we received several negative votes several specification ballots that included properties As needed. D16 found these negatives non-persuasive. However, COS objected. As a result, we recommend the following changes in our specifications that COS has indicated are acceptable. The table of properties will be modified to removal all specifications that are listed with a value of If Needed or As Needed. Section 3.2 will be added to refer the user to section 6. A final section, Section 6, for non-mandatory supplementary requirements will be added It was voted that we would ballot these modifications.
