1. Rationale
addresses an important issue raised by our Interlaboratory Studies: some users of F1717 test clock-wise and others test counter-clock-wise. This is despite Figures 2 and 3 showing the upper (cephalad) block rotating clockwise with respect to the lower (caudad) block. Therefore, I am balloting a new section to clarify this by specifically stating the direction of rotation.
