1. Rationale

Clarify labeling requirements for FR/Arc Rated garments so that the manufacturer of the fabric, the fabrics name, and country of origin of the fabric is identified. Provide an enhanced ability to identify a particular fabric that may have been vetted through a wear test and careful analysis of the producing mills quality control process. Preserve layering testing information by restricting fabric substitutions without notice. Provide a mechanism for manufacturers to provide proper notice at point of sale of fabric changes.
