1. Rationale
These standards are used throughout the United States and Internationally. There are variations in materials available ( ASTM C618 defines two classes of flyash derived from four types of coal and ASTM C898 provides three grades of slag cement (, production capabilities and equipment, and prevailing weather and curing conditions. Producers should be allowed to use these materials in amounts that work in their individual situations. Furthermore, local specifying agencies, such as state DOTs specify different limits. In some cases minimum limits for durability concerns in one area may be higher than maximum limits in another area.
