    1. Rationale

    Rationale: The work item for this On-Line TOC standard has gone through extensive revisions, resolving negative votes at main committee level over several years. However, consensus was finally reached at the June 2014 meeting that it should become a Guide rather than a Test Method due to the diversity of measurement techniques included. Accordingly, the latest draft makes the conversion and only those revisions that change it from a Test Method to a Guide are shown in marked-up.
