1. Rationale

This item relates to a change in the impact attenuation test in F381. The current SI (Severity Index) test is unreliable and has been recommended for change several times in the past by CPSC (Consumer Product Safety Commission). There is in the playground standard F1292 a more reliable test. The F1292 method would test on the trampoline, rather than on padding on an anvil (which is what the SI test does), so the F1292 test is a more realistic representation of actual use. The Australian trampoline standard uses essentially this method The proposed change is equally relevant to padded and soft-edge trampolines, unlike the SI test, which has to treat them differently The lowering of the limits to HIC 700 and g-max 105 is because recent research shows this to be in line with the long-accepted injury risk. While HIC 1000 and g-max 150 is currently in the F1292 standard, these values are now viewed as too lenient and there are steps to change them The test as proposed, calls for the enclosure net to be clear of the test area. This is because: oThe test validity depends on it being a clean drop with nothing in the way oThe SI test that this proposal is to replace also had the enclosure clear of the test area oIt is recognised that it is common for the enclosure to be not in place on trampolines where injuries occur
