1. Rationale
Because the ASTM standard is referenced in the body of the Commercial Crib Standard, it must be noted in the Referenced Documents, section 2, of the standard. In addition, the ASTM standard is likely to be updated more frequently than the federal regulation which could lead to a more stringent standard against which to test in the future. The requirements in sections 4.1 and 4.2 must be the same as the requirements in the standards referenced to accurately test the parts of the commercial crib product that would be subject to tests in either 16 CFR 1220 / F 406 or 16 CFR 1219 / F 1169. The general requirements in sections 5.1 and 5.2 must be the same as the requirements in the standards referenced to ensure compliance with the ASTM standards and / or the corresponding federal regulations.
