1. Rationale

A general revision is proposed to make the procedure clearer and to incorporate changes made to Test Method C39/C39M. Provision 6.1 is not enforceable. The concern is that a change in temperature may affect the deformation measurement system. The provision in 6.4 is vague so it is proposed that the specimen be loaded three times. Section 6.4 is subdivided to make the steps clearer.
