1. Rationale
The item being balloted is a precision and bias (P&B) statement for test method E96 that was created based on data from Interlaboratory Study (ILS, or round robin) #512 conducted in early to mid 2010. For purposes of this ILS, extremely low permeance materials were tested per procedure A, desiccant method 73F/50%RH. The statistical analysis and most of the text content of this item were provided by the ASTM group that oversees ILS, with some input from the task group. Between this ballot item and a separate item containing an appendix addition, comments and persuasive negatives on the prior ballot item have been addressed. This data and discussion are to be added to the E96 standard and are not intended to replace existing P&B content based on previous ILS. Voting is on content of this item only, and on no other part of the standard.
