1. Rationale
This item was previously balloted under C15 (11-01), Item 22. It received one negative which was withdrawn and several comments. The negative was withdrawn on the basis that it would be addressed as new business. Even though the changes provided in previous ballot item will be published, this ballot item reflects the suggested change provided by the negative vote as well as incorporating some suggested changes by the comments. The Terminology Subcommittee of ASTM C15 requested the C15.04.03 task group review keywords of the standards under the task groups jurisdiction and write definitions for the most significant keywords. The task group determined that the keywords; water penetration, surface water penetration, through-wall water penetration, and wind-driven rain were most important to both C1601 and E514. The task group indicated that it was important to distinguish the difference between the test results from the C1601 and E514 Test Methods by the definitions of surface water penetration and through-wall water penetration. The definitions are intended to supplement the discussion of the differences between C1601 and E514 found throughout C1601. A similar item is currently being balloted for modification of E514.
