    1. Rationale

    Change to C890 Current Language 7.3 The design load for the base of the structure will consider the cumulative effects of the bearing load and the external hydrostatic load. Proposed language 7.3 Cumulative vertical base loads shall be determined on the base consist of the dead loads imposed on the roof plus the weight of the structure excluding the base, or the hydrostatic pressure acting on the base, whichever is greater. Rationale: The current language of Section 7.3. has resulted in confusion when read literally. Current language gives the impression that the effects of bearing load and external hydrostatic load must always be included when determining vertical base loads. In reality, the dead load portion of the bearing and external hydrostatic loading are two separate loading conditions that occur at different times. The proposed language is consistent with the language of ASTM C-857 Section 4.3.2., Dead Loads.
