1. Rationale

Proposing modifications to aspects of the current procedure to determine KIc. The proposed is to eliminate the Pmax/PQ criterion (currently Pmax/PQ = 1.1, develop a variable secant slope as a function of specimen type and size (currently 95% of elastic slope is used for secant slope), and relax the size criterion (alpha) from 2.5 to 1.1
