1. Rationale
The purpose of these rule changes are to improve employee fall protection on new and existing amusement rides and bring ASTM 2291 in line with OSHA requirements for Fall Protection. Amusement rides and devices present many challenges in this area as the traditional solutions for Fall Protection for employees on elevated walkways can create greater hazards for the patrons riding a ride and can lengthen the maintenance processes required for the ride. These proposed changes provide equivalent safety systems and procedures that resolve these differences for employees aloft.
