1. Rationale

Add a clarifying note to the section on Proportional Limit Stress, to permit the use of a lower alternate offset strain value for low fracture strain composites. The option of using a lower offset strain value gives the user a more accurate method of determining the proportional limit stress for CFCCs with low fracture strains
