1. Scope
This guide provides information to assist designers of both packagings and performance testing services of the types of physical properties that should be considered when selecting substitute filling substances for the testing and certification of packagings under the United Nations (UN) certification protocols as adopted by US DOT in CFR 49. The purpose of this guide is to clarify the physical parameters of substitute test fill materials that could affect packaging performance and test results and should be considered when selecting and describing a test fill material that conforms to the requirements of the HMR, enhances transportation safety and facilitates consistent and repeatable package testing performance in the industry
The information will supplement the Hazardous Materials (Dangerous Goods) regulations to facilitate a more consistent approach to UN testing.
