    Provide a basis for regulatory uniformity, to allow hazard based mitigation of methane soil gas at new and existing development. Proposed Outline: Where to sample (build upon ASTM phase 1 guidance) Zone based sampling (gas, oil and coal fields, sanitary landfills, glacial till, marshes, wetlands, agricultural, dairy, fill dirt, soil-groundwater contaminated sites, LUST, CERCLA, leaking utility pipelines, other) Radius based sampling (oil wells, sanitary landfills, other) Evidence based sampling (previous visual, olfactory, audible, historical or other indications of potential soil gas) When to sample (build upon ASTM phase 2 guidance) Upon changes in ownership or refinancing, change in land use, redevelopment, building permits, or due diligence at any time Simultaneous opportunity with excavations, geotechnical investigations What to analyze Barometric pressures, soil gas pressure, speciation, concentrations Fixed gases, combustible gases, VOCs, isotopes of CH4, CO2 Thermogenic vs. microbial (fermentation or CO2 reduction), age How to assess risk Interpretation of results, future variability in field conditions Groundwater fluctuations; adjacent or onsite development Maximum potential: gas concentration / volume / pressure / flow Building and substructures type and design Risk algorithm, actionable conditions How to manage risk (build upon / modify / augment ASTM E2600 guidance) New or existing development Institutional controls / Engineering controls Intrinsically safe building
