1. Rationale

Also, preliminary tests show that use of a poorly penetrated species such as Hem-fir could have a similar result where a hygroscopic formulation would not be screened out by this test. To address this issue, we are proposing that southern pine sapwood be used. The specific wording proposed is to amend Section 6.1 and add Note 1.
